Rehearse the decisions, not just the plan

An exercise is valuable when it reveals how people interpret uncertainty, share information and choose what to do.

By Lewis Gray

A plan does not make a decision.

During disruption, leaders must work with incomplete information and competing priorities. A response document can clarify roles, but it cannot remove the need for judgement.

Create useful pressure in a safe setting.

A realistic scenario can test escalation, communication and decision responsibilities. Make room to discuss assumptions and uncertainty. Capture the points where participants need clearer information or authority.

Leave with actions people can own.

An exercise should finish with a short, prioritised improvement plan. GRA can help design and facilitate scenarios that turn preparedness into practical decisions and follow-through.
